O'Reilly, together with the University of Illinois, is offering a online study for all sorts of IT courses. That includes a certificate.

The University of Illinois created the first graphical web browser. O'Reilly Media created the first commercial Web site. Now, through the O'Reilly School of Technology, the two Internet leaders join forces to bring you innovative, online I.T. learning that will increase your skills through practice and feedback.
Since 1998, the University of Illinois Office of Continuing Education and the Department of Computer Science has been offering online, experiential Information Technology courses and Certificates through Useractive, a company founded by U of I instructors and alumni. A partnership was formed with O'Reilly Media in 2002, and now in 2007 UserActive's course offerings became The O'Reilly School of Technology.
This, of course, is not free training. But it might be worth looking into if you're interested in taking some IT related courses. Just check it out at: http://oreillyschool.com.

Have a look at http://www.w3schools.com/ for some free, basic online courses on many technologies (i.e. xml, html, css, etc.).
